"Another area in which ANPR has corrupted the law is in the area of joint bailiff operations with the police. The bailiff computer detects a registration number and the bailiff informs a policeman some 200 yards down the road who in turn stops the motorist. The police have no record of any offence as no offence has been committed (we come back that description ‘decriminalised’ again). The bailiff starts with violating the Data Protection Act 1998 – that of sharing personal data for non criminal or taxation reasons and quickly adds to that misdemeanour by failing to have any warrant with him. Several other offences committed by both police and bailiff then quickly follow including the police unlawfully detaining of motorist when no crime has been committed or suspected to have been committed. The police ought to know better, but this unlawful practice continues."
