"Another area in which ANPR has corrupted the law is in the area of joint bailiff operations with the police. The bailiff computer detects a registration number and the bailiff informs a policeman some 200 yards down the road who in turn stops the motorist. The police have no record of any offence as no offence has been committed (we come back that description ‘decriminalised’ again). The bailiff starts with violating the Data Protection Act 1998 – that of sharing personal data for non criminal or taxation reasons and quickly adds to that misdemeanour by failing to have any warrant with him. Several other offences committed by both police and bailiff then quickly follow including the police unlawfully detaining of motorist when no crime has been committed or suspected to have been committed. The police ought to know better, but this unlawful practice continues."

That just about wraps it up for the practice being unlawful, Big Brother Watch need to be kept informed odf these operations a s they are watching the ANPR debacle vewry closely, in fact Hertfordshire Police have been ordered to dismantle one controversial set up but are continuing to insist it will stay in place quite unlawfully. That of itself smacks of a CP infestation in that force.

Now if we look at the joint bailiff police stops, then maybe details should be communicated to BB Watch, as like police ANPR, the bailiff systems could well breach a number of laws and guidelines including data protection.

It's consistent with the CP philosophy and ethos, BB.

If it was one of the higher courts that ordered Hertfordshire Police to remove their ANPR set-up, I can see their Chief Constable being hauled in front of the court for Contempt. Unless, of course, Mad Madam Mim May, blocks it.

But would any of the higher courts do that?

                      Hiya all, an update
Have sent off TE7 and TE9 for ref 20**134 - should I be sending in for each of them?
Have received a breakdown of fees. Can anyone help make heads or tails of this? Can they charge for multiple letters if only one lists multiple refs sent, effectively
charging a letter for each PCN on a single visit?

They are - predictably - overcharging.

They are allowed to charge a fee for sending a letter, but only if it is sent before their oaf turns up on the debtor's doorstep.

They are not permitted to charge more than one "visit fee" or "attendance to levy" fee for each visit, regardless of how many debts are involved. They are not allowed to levy on the same goods for more than one debt, nor may they charge any "attendance to remove" fees unless they have made a valid levy of distress on goods.

They are not allowed to charge fees for card payments, for a "dishonoured payment" or anything else that is not set out in the Regulations.

What goods are they claiming to have a levy on? If not stated on the fees breakdown or on a Form 7 (Notice of Seizure) left at your home, JBW can go whistle for the fees they are charging for alleged levies. I totally agree with Clever Clogs about the fees JBW are attempting to extort from you.

                              Thank you. Not sure if this helpful;

I've received a total of 3 letters prior to being clamped (2 x notice of attendance, 1 x notice of removal) 1 PCN, one reference number.
Clamped 28.06.13 - seizure sticker left on car, no other paperwork left
                              05.07.13 make payment online
(05.07.13 notice of removal - LBWF PCN)
10.07.13 'finds' car in locked car park
                              3 further letters
                              17.07.13 enforcement notice - listing 1 x PCN 5 x JbW ref - handwritten (£1127.42)
                              24.07.13 notice of attendance - listing 1 x PCN 1 x JBW ref (£1859.01)
25.07.13 final notice - same ref and PCN but stating there are 6 accounts with JBW (1342.86) LBWF now included

If it were me, I would be asking to see the warrants JBW allegedly hold. If they fail or refuse to do so, I would be very suspicious of the fees they are claiming.
