This sum is offered in full and final settlement of all matters between us. I usually send a cheque and say "if you do not agree do not bank the cheque but return it" though that may not be possible these days!

Slight update.
spoke to a gentleman at excel asked him what could be done regarding the £70 he said I'd need to speak to the IAS first then contact them again. I asked if he could transfer me to the debt recovery team - he said they didn't have a number.
rang the IAS, no answer!
rang excel back and spoke to a woman who said she would try to transfer me to the debt recovery team (you know the ones with no number) but that nothing could be done about the £70 fee so it was pointless. I've recorded both conversations.
the second call the woman stated that the fee is £70 I questioned her on the signage in the car park as that states differently. She was adamant it was £70.
does this change anything?
p.s I also asked her to put a note on the account as the 28.2.23 is fast approaching and whilst I do the enquiry I don't want to incur additional charges. She said if I didn't pay the £170 it would go to court. I asked if it would definitely go to court and she said yes.

Hi all
still no response from the company. Looking online does this section of the protection of freedoms act 2012 become relevant:
The notice must be given by—
(a)handing it to the keeper, or leaving it at a current address for service for the keeper, within the relevant period; or
(b)sending it by post to a current address for service for the keeper so that it is delivered to that address within the relevant period.
(5)The relevant period for the purposes of sub-paragraph (4) is the period of 14 days beginning with the day after that on which the specified period of parking ended.
given that the notice to keeper was sent on 24/10/22 and the alleged parking offence happened on 8/10/22?
