Where a bailiff shouts their mouth off outside a debtor's home, disclosing the fact they owe money and other personal information, this is a breach of the Data Protection Act 1998 per se and should not only be reported to the bailiff's employers, but the creditor and, ultimately, the Information Commissioner's Office (ICO), also.
The ICO has the power to fine those who breach the DPA up to £500,000 and is not afraid to use this power. The highest fine imposed by the ICO, to date, is £480,000.
