IMHO this would be the best direction at the moment. There will be documents relating to this.
It's not just BT sugesting this-orange,plus-net and others all have links on their web-sites showing the procedure.
The risk element of carrying out this operation is greater than the risk of exposure to the cable, IMHO. The fact that people may need to move furniture, may not have a screwdriver so supplement with a bread-knife or indeed are not physically able to do it are the major factors. People may feel themselves pressured into doing it because of an impending bill from BT to send out an engineer.
It would be interesting to find out what they suggest doing when the face-plate is NOT of the test socket type.....do they have the same approach? You have one at home, bill...
