The reason for no reply may be that like everything this Council has done aided and abetted by their bailiffs they haven't an answer ,a case of people being paid to do a job they cannot do

Well it appears Ms Lucas did receive my email, but her PA failed to pass it on. Alas it is passed on to deptments other than it was addressed to. I get them feeling they do not want her to know what goes on at the council she leads

        Got this via e-mail yesterday...

"Thank you for your email I am really sorry you did not receive a response from your previous email, it was an email that I had missed opening and I sincerely apologise.

I am forwarding this email to the relevant senior officer for investigation as a priority. For quickness in contacting you please would you supply your telephone number which I can share with my investigating colleague in the finance department?

        Regards Lisa
Lisa Ramsden PA to Councillor Ann Lucas, Leader of the Council

I'd suggest a reply along these lines:

          Dear Ms Ramsden,

Thank you for your email dated 28th September 2013. I note, with deep regret, the fact you failed to open my email sent on dd/mm/yyyy. The email was not in fact addressed to you, but to Ms Lucas, Leader of Coventry City Council. One would have hoped that having taken the trouble to write directly to Ms Lucas, she would at least have had sight of the attached letter before it was passed on for investigation. Passing it straight to another council employee, however senior, is very different to the Council Leader being made aware of this issue, as I am sure you will appreciate.

May I remind you again, that should I choose to take further action over this, Coventry City Council is vicariously liable for the conduct of its appointed enforcement agents. I would have thought that something as serious as this is not only something Ms Lucas would want to know about, but something she needs to know about. The council cannot have its enforcement agents running around threatening bankruptcy for the sum of £42.50 - not only is it totally unlawful, it appears clearly designed to threaten and scare the very people you are elected to serve. Should a letter such as the one I received land on the doorstep of a vulnerable person, it could well lead to a suicide. There are reports regularly in the press about people committing suicide over potential bankruptcy.

While I understand your wish to have my contact telephone number in order that you can contact me swiftly, I would prefer to keep things solely in writing, for the avoidance of doubt if you don't mind. I would request also that this time my letter is shown to Ms Lucas directly, so that she can decide for herself what action she wishes to be taken.

I am not sure the gravity of this issue has been understood fully by the parties concerned.

I look forward to a prompt reply from Ms Lucas, outlining the steps she intends taking over this matter. I don't doubt a serious investigation needs to take place, but feel that should be at the bidding of Ms Lucas herself, not, with due respect, at the bidding of her PA.

          Yours sincerely,

Mmm. I smell a rat again. The letter sent recorded delivery is not showing as delivered on track and trace.
Do they rearly think that ignoring all my letters and emails is going to make this injustice disapear?
They are on another planet. The more they rile me the more I will pursue this

Is there a significant delay between signing and it showing on the website? I've no idea.

It might be worth using something like this for your emails:

I am getting to the point that I feel like going to her house and putting the complaint in her hand personally, with a film crew as evidence she received it

If you do, PLEASE tell us in advance - you can get all the regional news channels on Sky, and it would make wonderful viewing!

Not sure I'd be putting it in her hand though, probably sticking it up her ......... oh - maybe not, there's a film crew present isn't there. :beagle:

For Signed For to appear on Track & Trace you need to leave 5 working days for it to appear.

As the Council Fuhrerin seems to have been granted deniability by her chief minion, it might be sensible also to email the Leader of the Opposition or, if appropriate, the Leader of the Local Resistance Movement and the Leader of the Popular Front for the Liberation of Coventry (splitters!).

Got a "letter of receipt" from the ditzy PA of Ann Lucas about the letter sent recorded delivery.
                            Waiting to see her reply

Well after Ann Lucas PA acknowledged receipt of my letter on 5th October, not heard a dicky since.

I'd do one of two things. I'd either go to the LGO (LINK) or I'd go to the press and see if they're interested in publishing your story. I imagine the Senior Courts Enforcement Officer would be interested in this too:
