Never sign anything, the original CCA will have your signature on and its up to them to get hold of of it in order for them to prove true ownership.
      My friend just did a random signature on that letter, so they won't have his real signature in case they act funny.

                    Maybe something along the lines of:
                    As the regulator should you not be regulating the companies that make a habit if taking court action when they do not have available the documentation that would enable the courts to enforce?

                          I thank you for your email and attached documentation regarding your concerns over the time scale provided by Cabot about your requested copy of agreement.

                          I can confirm that Cabot Financial (Europe) Limited are on the interim permission for consumer credit, they have permission that allow them to collect debt.

                          Here is further information about the firm and their permissions (enter the reference number 441205 and press search).

                          Our guidance on sections 77, 78 and 79 of the Consumer Credit Act 1974 under CONC 13.1 can be accessed here.

                          There are no specific rules regarding the time scale for providing the information and I noted that Cabot is not the original owner of the debt. However, failure to comply with the provisions means that the agreement becomes unenforceable while the failure to comply persists, and the courts have no discretion to allow enforcement.

                          If you believe Cabot has treated you unfairly, I recommend you raise your complaint with them. Although, I noted that you have already contacted them.

                          Financial firms we regulate must respond to your complaint in writing within eight weeks, telling you whether the complaint has been successful or why they need more time to look into it.

                          Should they not respond to you within eight weeks or if you are unhappy with their response, then, you can adopt the complaint process.
