If you have still had nothing from your CPR request and still are unsure what the debt applies to then yes you should submit your application for an order to disclose the documents which they intend to rely on in this claim (ie those mentioned in their particulars of claim).
There should be a need to enter a defence as well, but it wouldn't hurt to put the basics of not recognising the debt and asking for information from claimant but it not being provided so have submitted an application separately in the defence form. The small problem of entering a defence before applying is the claim could be allocated to small claims where the relevant CPR isn't applicable, however you can't possible fully defend nor admit a claim which you don't know what it is based on accurately.
