There is a big difference in simply sending an email to sending in a formal complaint to the CEO. If you had sent the complaint in, as per my post #8, the car would probably not be clamped now.
I would also include in the complaint that as the council have chosen to use the Sch12 procedure to recover this debt, they should be aware of their responsibility. For the avoidance of doubt, you refer them to 7 of the National Standards:
Creditors should remember that enforcement agents are acting on their behalf and that ultimately they are responsible, and accountable, for the enforcement agents acting on their behalf.
