also have a peek at my thread- vunrable household yet still have walking posession order'
if you are on prescribed out of work benefits you are classed as vunrable. if a bailiff does turn up, let them know that. because an enforcement officer cannot countinue enforcement on a vunrable household

write marstons and anglian water a leter stating your vunrability and prof of yourbenefits as i said above, creditors have to then use non confrontational means of enforcement. once you have coverd your back in doing so, if they do continue then you can really go to town on them but hopefully it will resolve it quickly. the high court will probably set you up a payment plan . that is how it is in my case now

also re read your post, they only want to levy s they get paid commission if they do! heres a legal quote you could use in your letter : page 9 in the official guide of national standards for enforcement agents states " enforcement agents must withdraw fromdomestic premises if a person is or appears to be vunrable. the guidelines say that a potential vunrable household include- elderly and infirm
            a disabled person
            seriously ill
            the recently bereaved
            single parent with young children
            pregnant women
anyone who is in reciept of prescribed out of work benifits
and anyone who has difficulty understanding or speaking english. the creditor or council should use non confrontational means of enforcement"
hope this helps and adds a punch to your letter
