It will, because the administration is never "heaved out of office" - just the Parliamentary kakistocracy is!

The Civil Service then has a few months in which the new lot can be re-taught until they "go native" and do pretty much what their "servants" tell them to do.

Not necessarily. If the electorate vote in a parliament dominated by independents, as opposed to those standing under a party banner, vested interests will be crapping themselves. It's much easier for them to manipulate government policy and laws by funding political parties who are the government. It is not so easy to do so with a parliament dominated by independents.

I am aware that civil serpents manipulate things from behind the scenes, Cloggy. I used to investigate and nick the buggers who did this. When you found they had been receiving "considerations" from vested interests, they would squeal like stuck pigs when confronted. Those who had been "donating" the "considerations" would, sometimes, squeal or be very brazen about it.

The only way this will be stopped is to ensure civil serpents are left in no doubt that membership of certain groups is an absolute no-no and accepting "considerations" will lead to a substantial custodial sentence.

With respect Bluebottle to think a Parliament will ever be full of independents you must be in cloud cuckooland

We have 3 options in the next parliament
            Labour
            Conservative
            Or a coalition

With respect, it is a fallacy to believe that there is only a choice of Labour, Conservative or a coalition. Vested interests have been manipulating the political system in the UK for over a century and people have had enough of it. Both the Conservatives and Labour have had their fair share of major defeats in elections and need to learn from that. Sadly, the reality is that they believe they can continue as before. My gut-feeling is that the political parties are in for a major shock come the next General Election, whenever that comes.

Re: Excessive Charges by Collectica bailiffs.

I predict either a Lab-lib coalition or a minority Tory "government", depending on how well the proles have been bamboozled by all the crap about the EU making UK laws.

The truth is that EU directives that did not start in Whitehall - such as the directive banning spam emails - are only minimally implemented and with no real provision for enforcement, whereas those directives that did start in Whitehall are fully implemented in the UK whilst the French and the Krauts largely ignore them. The Belgian government would probably implement anything, as they like to boss each other around and thereby pretend that they really are one nation, whilst the Italians are too disorganised and the Greeks are too corrupt to do anything.

The Civil Serpents are mainly behind a Common Purpose most likely.

That seems very likely, BB. Hence why there needs to be one almighty crackdown on organisations like CP.

There were hints in articles in the press that CP had infiltrated Essex SS when news of that appalling forced Caesarean on the foreign national came out. worse even than bailiff shenanigans.

I first saw that on UK Column Live yesterday, BB. Update on it is, which BBC didn't disclose, is that Judge Mumby, President of the Family Division, is asking questions about what has happened in Essex, especially of those who allowed what happened to happen. Judge Mumby is regarded as someone who is not afraid to stick their head above the parapet and allow the ne'er do wells to take pot shots at him. A good judge.

This case may well be the one that puts one of the final nails in the coffin of secret justice and cover ups.

The Black rat (Rattus rattus) is a common (hence the accusation of being Pleb) long-tailed rodent of the genus Rattus (rats) in the subfamily Murinae (murine rodents). The species originated in tropical Asia and spread through the Near East in Roman times (another thing that we ought to thanks the Romans for, besides roads, aqueducts and public toilets) before reaching Europe by the 1st century and spreading with Europeans across the world.
