    Bluebottle, my initial complaint was to the bailiffs themselves (oh, the innocence of youth. How quickly we age.) I'm delivering a letter to the council tomorrow, with a request to get the bailiffs off our case, among other things.
    If the complaint relates to a breach of the law or potential breach of the law on the part of the bailiffs, their actions in trying to make you drop the complaint could land them and whoever put them up to it in hot water.

    Also, CIVEA do not make rulings. They have no judicial authority whatsoever. They are a trade body that represents its members who happen to be bailiffs and bailiff companies. Their full title is the Civil Enforcement Association.
