No,there not chasing me, I got in touch with Ealing council,who issued me the PCN to see how much I had left to pay,a weeks ago.They in turn wrote back basically say its paid (£180),and that was the end of the matter.
So when they send me my statement it had £105 balance which I reckon is the bailiff fee's,they haven't wrote or been around yet as I only use to pay £10 every 2weeks.
I will e mail them in the morning,to refund the over payment,which I think they'll try to worm them self out of,but lets see,if its unlawful then it's wrong and there not getting a penny from me regardless .

I believe the £5 listed as "costs" was the cost of obtaining the distress order or warrant.

Possibly, but that doesn't change the fact that Collect Services owe the OP money.

Hi,as the bailiff have to charged ATL AND ATR on the same day which is unlawful.
How long do they have to wait before retuning for ATR.or back to your house
I believe there should be a 7 day break before returning back,is this true,can they come everyday.

They can come as often as they like but can't charge all those fees on the same day

I thought there was a gap of 7 days or they have to write to you in advance that there coming.so basically they can attend your house everyday and charge you?

The council email me saying that I have to take it up with the bailiff company reguarding the charges made ATL ATR CHARGES on same day.
Surly they should look into the conduct of there bailiff as it was them who put me on the payment plan,when the bailiff were not accepting my offer,the council are a bunch of idiots .

The distress order or warrant will have long since expired.

If the LO is satisfied and the council has a zero balance for the LO, then the bailiffs would have to claim via the small claims track, and swear as to the lawfulness of their fees. I don't think they would want to do that.
