Thats true, but its clear as the bank have not refunded the charges that were the result of the ID theft, then the likelyhood of the issue being resolved fully is minimal if at all.
Also, it could be said if it was fully resolved and the OP reasonable assumed that the charges were refunded (which is perfectly reasonable to assume since the cause of the charges was the ID theft and the transaction that resulted from the ID theft) that the OP was well within their rights to seek compensation for the financial detriment caused by the charges not being refunded when the ID theft issue was resolved/dealt with originally - which most banks would do, and any reasonable person would assume/expect them to have been refunded.
