Hello. The driver drove the car and parked in a car park and went to the city centre. The driver returned and purchased some items from one of the shops in the car park and drove out. The keeper was sent a letter on 30/7/2021 by Horizon Parking stating that the vehicle had overstayed the free 2 hour limit by 41 minutes. The letter also showed images and time of the vehicle entering and leaving the car park on 24/7/2021. The letter requested the keeper to pay £85 or £51 if paid within 2 weeks. I would be grateful for any help given. Many thanks.

There is no such thing as a registered driver.
Edit so that the identity of the driver cannot be inferred, the driver drove and parked , the keeper received the letter.
Post up a redacted copy of the PCN that was received. photos of the signs would help.

can't see the PCN. Suggest you put it on a hosting site such as imgur and put a link on here
It's not a fine, it's an invoice for a sum agreed for breach of contract

Shame you didn't leave the dates in!
However:
Dear Sirs,
I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx
You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to give notice of keeper liability as prescribed by section 9 (2) (f) of the Act nor have you given the invitation to keeper as required by 9 (2) (e) of the same act.
You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.
There is no legal requirement to name the driver at the time and I will not be doing so.
I do not expect to hear from you again, or your debt collectors, except to confirm that no further action will be taken on this matter and my personal details have been removed from your records.

They will probably reject ut POPLA should accept

Hello. I've uploaded the dates you mentioned. But the pictures of the signs were taken today. Does it change anything in the letter you wrote? Also should I send it by first class "signed for" posting in case they deny they did not get a reply from me? Do I also send the same letter to POPLA or wait to get a reply from Horizon Parking? Thanks.
