Is there a time limit (from date of offence) for a council to issue a PCN ?
I did find one website which states that there is a 28 day time limit for a PCN based on CCTV to be issued. (See below for reference).
However I have not been able to find verification of this anywhere else...
Any advice?

PCN issued by CCTV under the Traffic Management Act 2008. This PCN must be served by the council no later than 28 days commencing with the date that the alleged contravention took place. If they do not the PCN is invalid and should be appealed - the council may not cancel it and the motorist may need to take the case all the way to the parking adjudicator. For the purpose of appealing this PCN is treated as a Notice to Owner (see above)
