#1 NDR liability orders

council obtained liability orders for alleged debt having followed the procedures. Property occupied by another person under a commercial lease. Council failed to advise it had obtained a liability order, therefore Time bared for a judicial review (case stated) or other remedy except a point of law. In this case the council issued fresh amended rate bills for the liability periods 4 weeks later having obtained liability orders. Has anyone come across this, as in my view a fresh amended bill sets in process the recovery criterion again and arguably cancels the original orders. Does anyone know of any legal authority on this if there is any. The above appears to be the case under the enforcement regulations*
