    We wouldn't necessarily know whether DE are employed in a capacity where they can issue penalty charge notices.
    But it would appear that no-one can issue parking charge notices (the civil law version) at that particular location.
    If that does prove to be the case, a notice to keeper for breach of contract is toothless.
    One way to find out for sure....phone the Local Authority & ask.
