So does this mean that Lancing Parish Council are not allowed to use DE, or that DE are not properly authorised to work on that site?

We wouldn't necessarily know whether DE are employed in a capacity where they can issue penalty charge notices.
But it would appear that no-one can issue parking charge notices (the civil law version) at that particular location.
If that does prove to be the case, a notice to keeper for breach of contract is toothless.
One way to find out for sure....phone the Local Authority & ask.
