If the police had been involved, which I doubt, they could only gather evidence to present to the CPS who would then decide whether to press criminal charges.

If they mention the police again I suggest that your wife ask for the name of the officer dealing with it saying that she's surprised that, given her employer seemed certain of her guilt and must have told them this, the police haven't been in touch with her so far. So, she wants to talk to him/her so that she can help with this criminal matter.
I'd love to hear what half-arsed excuse they come up with to get out of that.
3. They don't give up do they?
The point of the financial bullying questions was that they hoped to get your wife to admit that she was under some financial pressure either because of her personal circumstances or because of an outside pressure.
If they'd succeeded this could have been used by them as a motive for your wife to steal from her employer.
4. They've realised how badly they messed this up and that they can't take it any further.
Because of 3 your wife shouldn't trust them not to try to set her up again.
When she finds out what the new 'measures' are she should send any questions she has about them by email and, once she's happy that she understands and can comply with them, follow them to the letter. She should also watch her back in general.
5. Them giving up doesn't negate the SAR. They are still required to comply with it and if they try something like this again she will need it.
She does not need to give them a reason why she wants it complied with.
However, if she wants to give them a reason it would be that her employer has in it's possession a document that states that she is guilty of a criminal offence.
