    They have 6 years in which to bring a case to court.

    You could respond telling them to put up or shut up.
    Warn them that if they continue their harassment you will report their actions to the SRA

      Mind it is a form of harassment emailing me or sending me letters tactically each month in the hope that I get fed up and just pay a fee I by law should not pay, hence why I was asking is there any institution, or service I can start a complaint again them.

        Ive read on the car parking cowboys website. Independent appeals can made to POPLA and IAS depending on the association of the PPC.
        The caveat here though is that POPLA and IAS are funded by there member PPCs meaning there not truly independent. Is that true?
        If true, what a scam that is!!!
        However parking cowboys advise an appeal if declined should be made becuase even if

          the ticket is not any more enforceable than it was before, so effectively you have nothing to lose.

            Also another point and sorry to bombard, but I read the below:

            The Creditor or its agent must have made application to the DVLA for your name and address either

            NOT EARLIER than 28 days after the vehicle was parked (where a Notice to Driver was issued); or
            NOT LATER than 14 days after the vehicle was parked (where a Notice to Driver was not issued)

            If there are timeframes around DVLA data applications. Would these have not been breached? I moved home in June 2021.

                  You should try to exhaust all out-of-court methods available.
                  Proper courts expect that to be done.
