I would follow ISLANDGIRL's suggestion and send them a Letter Before Action claiming vet's fees and any other costs arising from the other dog's attack on your dog. The letter alone may be enough to make them think again.
Also - don't you have a video of the attack on your dog? Have you shared it with the other dog owner? They may think you have no evidence of the attack and may think there is nothing you can do.
If they call your bluff on the letter before action, you'll have to decide whether to go ahead and sue them. If it's cost you over a grand to date, you might as well go ahead...
