Can I make a small claim against the mother for fraud against me?

Technically speaking, the mother has committed a breach of the relevant legislation by failing to notify the CSA the son has completed full-time education and is now in full-time/part-time employment. There may also be breaches of other legislation. Your MP is the best person to help you chase this up and I would certainly get them onboard, especially in view of the CSA's couldn't-care-less attitude.
