    I know that I am new to this forum, but having read the OP and subsequent replies, this is a very serious situation indeed.
    On the face of it, there is (as others have pointed out) a suggestion of collusion between various social services departments and the head of fostering. There is also a clear attempt in my opinion to pervert the course of justice by "gagging" the people who are interested in looking after the safety of children.
    Would it be worth the OP getting in touch directly with the relevant government department, with possibly a threat of going to the mainstream press?

          I've come back to this thread this morning after retiring at 1a.m. and having read the further postings would totally agree with BB.

          On reading of the first post alone I thought it might be a one off, and whilst serious and in need of investigation, the problem of deregistration could be resolved more simply.
          From later postings it is clear that there is something seriously amiss and more than the LGO need to be involved, sooner rather than later.

              It has just been reported that another child has been murdered whilst under the care of Greater Manchester Local Authority. The fact that there was no food in the house, no heating and the father was charged with assaulting the boys mother did not raise any flags with child protection officers. They allowed this boy to remain in care of this individual and he murdered the boy. The safeguarding body reached the conclusion that the bys death was not predictable. No food, no heating and an extremely violent adult in the household,. How many more clues do these incompetent child protection officers need. It seems as though they need a written confession to murder before the murder is committed to take any preventative actions.

              Somebody please help and tell me what I need to do make social workers accountable for their actions and bring an end to the preventable deaths of these innocent children.

              The fact that this is continuing to happen is all our fault for standing by and doing nothing. (That is an unfair statement but it is how I feel.)Everybody will say its outrageous but it continues to happen. There are obvious systemic failures within the care system and it is innocent children who are paying with their lives for these failures.

                More and more of these cases with tragic outcomes.
                The recent missing child has just been found and he is dead, looks like the mother was involved, he was only returned to her in September.
                I expect the whole story will come out.
                I do hope that you get your troubles sorted out Foster Parents like you are sorely needed. xx

                  Do not, in any way, feel you are to blame for what has happened to these children. You have, at all times, done what is in their best interests. So please don't blame yourselves or beat yourselves up over it. You have done nothing wrong.

                  As you have found, there are some very disingenuous and thoroughly evil people who present an image of being caring and doing what is in the best interests of children, but are, in fact, anything but. And what is so disturbing is that such people hold positions of trust as social workers.

                    I'd rather report and be proven wrong,,than to say nothing and be proven right.
                    Too many people keep their thoughts to themselves,,I'm not one of them,,if I thought ANYONE not only a child,was suffering at the hands of others I would shout louder than a Town Cryer and I wouldn't be shut up until my fears were properly investigated.
                    (and I just KNEW that poor child was dead and who bore responsibility,,think we all guessed huh?)

                      Immediately following the reports of the murdered tot failed by child protection officers. I was informed that the social worker who investigated our allegations of the physical and emotional child abuse of Toddler K is still working as a front line social worker. This is despite the fact that she has admitted under oath in court that she does not know what the classic signs of emotional abuse are.

                      I have asked the Head of Children's services to suspend her with immediate effect pending an independent investigation by the Health Care Professions Council on the grounds that she is putting vulnerable children's lives at risk.
                      I have also sent copy letters to the Children's Minister Mr Edward Timpson MP, Mr Pete Fahy the Chief Constable of Greater Manchester Police, Sir Gerald Kaufman MP, The CEO of Ofsted, The CEO of the NSPCC, THE CEO of the Health Professions Care Council.

                      Tomorrow I am going to write to all the local councillors of the other authority involved.

                      I never thought they would put it in writing but they have confirmed in a report I received this morning that they tried to stop us making an application to the court.

                      They have also confirmed that in the letter that we are in breach of confidentiality for reporting matters of child abuse to the Police.
                      I qoute

                      "C and D have contacted , involved and indeed have been felt to harass a number of other agencies which include: the Police, Ofsted, Safeguarding and Medical Professionals. In doing so, they have shared confidential information which is not theirs to share and have also made a number of defamatory comments about our adopters."

                      The Independent Investigator concludes
                      "In conclusion, I feel there is evidence to support the view that information has been inappropriately shared by C & D and the confidentiality of Toddler K and the Adopters(abusers) was breached by their actions on more than one occasion."

                      Did I mention that the Independent Investigating Social Worker Failed to produce any form of ID on two visits to our home. We can't report her to the HCPC because the local authority are refusing to provide her contact details.

                      I would welcome any suggestions as to what else I can do.

                        The sad sad news of that child murdered (allegedly) by his natural born parent (allegedly) will have all social services on red alert AGAIN.
                        NOW is your optimum time to kick,shout,scream and don't stop until you MAKE them listen..go to the press (any press),,go to your MP,,even write to Davey at No10......don't stop until someone listens.
                        You've come to the right forum because people on here care,wether they are parents or not..they will support you (even if they appear to disagree) .

                          This sort of behaviour by social workers with something to hide is nothing new and appears to indicate individuals who are attempting to deflect attention away from themselves and what they are doing. All the bodies you list are public authorities within the meaning of the Human Rights Act 1998. Section 6 of the Act makes it unlawful for a public authority to act in a way which is incompatible with a Convention right, the Convention being the European Convention on Human Rights (ECHR). Rights under ECHR are inalienable and inviolate and Article 6 makes it quite clear that any person is entitled, as of right, to a fair hearing, including the right to be provided with the evidence against them.

                          As for the action of this "independent" social worker, in hindsight, it would have been better to refuse them entry to your home without them producing identification. How do you know this person is even a social worker? The only way I feel you are likely to get their identity out of Social Services is obtaining a Disclosure Order from the court. This would force Social Services to name the person on pain of punishment for Contempt of Court.

                          As for the nonsense Social Services have spouted about breach of confidentiality, let us be in no doubt that a crime was being committed. A young child was being physically-abused in the most awful way and whose injuries amount to Unlawful or, even, Malicious Wounding, crimes that carry a maximum penalty of life imprisonment. I have to say that there is a very fine dividing line between Malicious Wounding and Attempted Murder. You reported what is known as a Schedule 1 offence. These are the most serious crimes under English Criminal Law.

                          The judge who ruled you had not breached confidentiality and refused a gagging order was correct in what they did and should be given due credit for their decision.

                          You need to contact the National Pro Bono Centre for specialist legal advice as that is what you need.
