SC, I would add to Galahad's already excellent advice, that you speak to the police within the 21 days allowed - the sooner the better - and explain your financial situation to them. They - the police - may suggest the matter goes before a Magistrates Court and your means be examined so that a payment arrangement can be put in place. If suggested, go to your local magistrates court and ask for a Means Form, which you should complete, photocopy and then take to the hearing with you. The District or Deputy District Judge or JPs who preside over the hearing can then see what you can realistically afford to pay and over what period of time it should be paid. When you go to the police station, ask to speak to a sworn/warranted police officer, not a PCSO or Civilian Support Staff on the front desk, who are not trained to the same standard or level as sworn/warranted police officers.

    Hope this helps.

A huge thanks to all that have taken the time and trouble to respond to my queries.
Bluebottle - I will do exactly as suggested and will tomorrow go & speak to the officer that issued the fine, explain my circumstances and hopefully get some relevant advice and assistance in paying off the fine in installments - I'm assuming that surely they have something in place for others in the same situation - unemployed & unable to conjure up money out of thin air???!!! Fingers crossed I am able to sort something out.
As for RLP I am confused re the conflicting advice - is it better to ignore them completely & hope for the best, i.e. that they give up or to write to them, refute their claim but then risk having made contact & have them continue harassing me???!!! Thanks again!!!

Engaging with the police on this would probably be the best course of action. If the officer decides to behave like a tit, ask to speak to his/her Duty Officer (usually an Inspector), or the Station Superintendent, who is in overall charge of the police station. Hopefully, you won't have to go to that extreme, but have it up your sleeve just in case. Do explain your financial circumstances to the officer involved, that you are willing to attend a Means Hearing at the Magistrates Court and that you are intending to obtain a Means Form from the local Magistrates Court. See what the officer says.

As for RLP's letters, file these for the timebeing so that you have them as evidence should you have to kill theirs and the retailer's pig. If the letters become increasingly more threatening, then it may be necessary to consider using the letters to nip things in the bud, so to speak.

As I understand it, the advice from the cognoscenti is that it really doesn't matter which you do. They have no right to demand this money from you, so you can either ignore it or write them a cathartic letter saying so. Whichever makes you feel best.:caked:

Whilst I would agree that would be the best way to get the payment reduced to a more readily manageable level - even if it did cost rather more until it is paid off - I do wonder if the Fixed Penalty might thus shew up on a future CRB check whereas it might not if paid quickly with borrowed money.
