    Can property owners create a tenancy agreement themselves, without any qualifications, experience or license or registration to any bodies?

    Yes. Well, strictly no one party every creates a tenancy agreement themselves; it is only an agreement when both the landlord and the tenant agree to enter into it. It could be drafted by the tenant if the landlord so pleased, or be entirely verbal (however risky that would be in the event of any dispute).

      If you mean can a landlord draft a tenancy agreement themselves, yes. Most will usually find a template online and this perfectly legal.
