Not of much help, but in reference to the Blue Badge situation, ordinarily a Blue Badge is only issued to someone on the Higher Mobility Rate but if you don't meet that criteria then you can request an assessment at the local council offices, on the basis that you require a Blue Badge because you cannot mobilise very well.
I am on the lower rate mobility component but struggle to go anywhere unaccompanied and requested this at my local council offices, where I was asked to walk down some corridors in the town hall and to attempt some stairs and I was successful in being awarded a Blue Badge.

Make a formal complaint to DWP with a provision that the claimant's MP is going to be asked to intervene and progress the matter to the Parliamentary and Health Service Ombudsman (PHSO). This smacks of maladministration on the part of ATOS and DWP. A formal complaint to ATOS would not go amiss either.

If an MP gets involved, the civil serpents tend to crap themselves because questions will be asked and they have to provide answers to them.
Life is a journey on which we all travel, sometimes together, but never alone.
