Here is a link that you can use to fill in details about unwanted calls or messages, you must at least know the company name and phone number.
The ICO does not have any clout over oversees call centres, but as many are probably instigated here then I think they should know about them as well if you can get the info.

It's worth doing as the Information Commissioner now has the power to fine companies if the calls were made without the permission of the target or if the number is registered with the Telephone Preference Service http://www.tpsonline.org.uk/tps/index.html
