Because they are so strict on membership ??
Does anyone know anything about HEADROW MONEYLINE ? It's a charity, and Leeds City Council have it alongside the CU as other sources of lending to help take people away from PDLs (see below)

Loans with Headrow Money Line - Headrow Money Line (HML) was set up to work alongside the credit union to enable higher risk loans to be provided to those who might not otherwise be able to get credit other than through very expensive sources such as high cost lenders. A Budgeting Loan is an interest free loan. It is for people who have been on either Income Support, income-based Jobseeker’s Allowance, Employment and Support Allowance (income-related), Pension Credit or payment on account of one of these benefits, for at least 26 weeks.
