Payday Loan FOS

Hello there not sure if this is in the right place and sorry if it isn't,

Over 8 weeks ago I submitted a complaint to the FOS re a high interest payday Ioan, I contacted the FOS the other day for an update, which they told me they where still waiting for the payday loan company to reply with there case file.

Now my question is what if the said payday loan company does not reply back to the FOS? Can the FOS still make a decision on the complaint? Or is it a matter of time waiting for the payday loan company to reply?
