Over the Counter Store Credit cards

I'm sure there was a report on this topic the other week but I'm burgered if I can find it. I'm not sure if it was FCA or a CAB or Resolution campaign ?

Anyway, were store cards sold over the counter actually banned from a instant discount ? and does offering a £10 voucher count as an instant discount ? or did that never come in to place ?

I'll do the research but thought before I start I'd see if anyone happens to have it on their radar already #lazy
