Enforcing a Charging Order

Please can you tell me if a charging order on the property of a debtor needs to be served in person by me ? My debtor still owns a property but has moved away and I don't know their address so can't contact them, they have put the property on sale and I would like to enforce this order before it is sold, I am owed just over £8000 by the debtor and I have been granted judgement against them. Any mail sent to the property address may be picked up at some point but may not satisfy any deadlines.
