More Nonsense from Regal Credit

Wife today received yet another letter from Regal Credit from a Rebecca Quinian Collections Supervisor in response to wife's letter of complaint re no cca, regal disregarding request for statements, and say " As you may be aware a copy of the original signed agreement to the liability is unavailable. Please be advised that your liability remains although we acknowledge in accordance with current Consumer Credit legislation no legal action can be taken as part of the recovery process.
Please therefore contact us to arrange repayment of liabilty.

They then go on to talk about retrospectively adding interest etc etc

Any thoughts...............how can they expect to be paid for a debt they cant substaniate etc
