I came home from work on the 2nd December at 6:30pm to see a sticker on my car stating that I should get in contact with Newlyn. There were no other information on the sticker except the date, time, a telephone number and my car registration number.
I called the number and was told this is the bailiff. I asked why was the sticker place on my car and was told that I owed Walthamstow Council.I asked him in regards to what because I live in Tower Hamlets. He said it was for a PCN issued to me. I enquired when and was told that I was sent one, several reminders, court reminders and a letter from Newlyn. this baffled me because I have never received such letters.
I developed a severe migraine because of this conversation. I told him that I am not stupid to received such things and not pay or respond to them. My car is hire purchase therefore I would not run the risk of losing my car because I would still have to pay for it.
I called Walthamstow council the next day and was told that I needed the PCN number for them to check. I did not have this information because I have never receive a PCN number, I was told to call the bailiff which I did and he provided me with the PCN number. When I called back WC with the number they inform me of what happened and asked me to write to newly because they could not do anything about it. I wrote to the court NSL, Council and newly to no avail.
I decided to call and negotiate to pay off the money which I was told is over £500. I have never got any documents all I got is a bloke that I speak to call Grant. I call him every month and pay him £107. I have no document to show that this is what I owe or any agreement. Only text saying saying we have an arrangement call me etc. I continue to pay this one because of the fear of loosing the vehicle and having to pay off the debt for the vehicle.
Today I came home and got a letter from Newlyn dated 16th March 2015 and that I owe Walthamstow Council PCN again. I have no knowledge of this again. Amount £277. I have been given until the 30/3/2015 to contact Newlyn and arrange payment.
I can't cope anymore, I am a single mom with 2 children and I am so stress.
PLEASE HELP ME.
