Put simply, all the payment goes off the arrears, and nothing goes to the bailiffs, discharging the debt in a more affordable manner, and potentially more quickly.

If a council had a proper recoveries section linked to welfare rights and used officers from that department rather than the Outsource to Crapita use aggressive bailiffs?EAs it might increase the recovery rate also.

Good job EAs aren't allowed to carry guns like Dog though. Even some armed response police officers shouldn't be let loose with a peashooter let alone a Glock, or Heckler & Koch.

Only officers who have been through psychological and other assessments and are regularly re-assessed are permitted to be in control of Glocks and H & Ks. However, should there be any question as to an officer's capability, whether psychological or physical, to be in control of a firearm, their authorisation to use firearms is revoked. If Home Office guidelines are followed to the letter, assessments of authorised firearms officers should be carried out every six months.

The main issue is the way in which Tasers are issued to front-line officers who, unfortunately, use them as instruments of control and intimidation. What they fail to remember is that Tasers are subject to Section 1, Firearms Act 1968 in that their manufacture, supply and use are strictly controlled, meaning only certain persons are permitted to carry and use them. It is similar for marksmen who use high velocity rifles to cull deer.

We have already seen what happens when a Taser is misused and/or where questions arise as to a police officer's fitness, mentally and otherwise, to be in control of such a weapon, as the incident at Honicknowle, in Plymouth, where a disturbed man, soaked in lighter fuel was Tasered, resulting in him dying from third degree burns after the electrical discharge from the Taser ignited the lighter fuel.

Sorry, Wombats. I'll clarify. Where local authorities have recalled debts from bailiffs and come to realistic repayment arrangements directly with debtors, the total amount of arrears collected in this way have been greater than if they had been left with bailiffs. This is because the repayments are spread out over a longer period of time and the debtor can realistically afford the repayments. It is when accounts are reconciled that it becomes clear how much in arrears have been collected compared to, say, the previous financial year.

They have parasites that used to be called bailiffs under contact to them so they have to chuck a few bones for them to chew on as in let them make money

This contradicts itself. If they end up collecting more, then repayment arrangements are not realistic. Where I have heard of cases going back to the council it has always saved the debtor money.

Who gets what monies collected is not important to the council.. Council have been doing this for accounting principals.... It right at the hart of my current actions against the court. Every 13 weeks, all councils have to report an accounting figure called SCR from the older BVPI indicators. Years and years of fighting for data through the ICO anbd fighting councils for deeper versions of there accounts..

So yes, council will ersue accounts in ways that get them less monies, and th ebaillifs more, because to them, it doesnt matter, the baillif way hits the accounting marker first.

The rate mentioned above is the Successful Collection Rate....... and if your account is passed to a baillif, its classed as a success for the figures, regardless if he collects or not, if the baillif passes it back to the council, it does not hit the SCR marker untill its fully paid...

Now do you see why its such a fight to get councils to act reasonably.... it doesnt make account sence to, its nothing about the money.....

Yes, I'm aware of that, also the effect of the Audit Commission reports on future funding (http://www.audit-commission.gov.uk/w...on-18-June.pdf ).

The point I was trying to make, which I'm sure you agree with from what you're saying, is it is a mad system.
