    Hi. Me again.
    Just need some advice. Had my council tax passed to jbw. Letter from them dated 1st April received around the 10th (the day I was meant to respond by funnily enough) emailed them next day asking for a means enquiry form and stated reasons why, also cc'd this email to my council to leave a paper trail (and informed jbw I was doing this in the email).
    Heard nothing from them but yesterday a bailiff turned up with the added 235 enforcement fee.
    Not disputing bailiff a conduct as didn't speak to him because he only gets passed details to collect. But surely jbw shouldn't pass on when I have contacted them to try and arrange a payment plan?

    Apart from the Enforcement Fee of £235 what other charges have they applied?

          No because they originally came in 2013 and charged their old £42.50 fee. Once I received that I started paying albeit minimal weekly payments to the council never heard from jbw until the 1st April for the adjusted amount and without their original fee. They have added no charges except the 235 enforcement fee.

            The minimal payments were not an arrangement with the bailiff as he was adamant he needed 500pd upfront so I shut the door on him and made payments to lower the debt until jbw were reasonable but never heard from them again.

              Your account should be dealt with under the Transitional arrangements. They will be using the vist fees of £42-50 as the Compliance Fee and as no "official" arrangement has been made then they are applying the Enforcement Fee.

                There is no compliance fee.
                However, I would happily pay for the compliance fee. However, ignoring my email to arrange payment and then sending an ea and adding the enforcement fee is surely a little unfair?

                  I think you have misunderstood the transitional arrangements unfortunately. Have a read of paragraph 4 in the link below as this is what applies in your case:
