Have you checked your credit file, to make sure Newlyns or VCS have not marked this alleged debt on your credit file? If not, then do so.
As for entering registration number, that is in legal sense, deminis issue, and any claim they make against you would be thrown out of court once you show you had paid for the ticket.
You could sue for harassment and fraud by false representation (Stating you did not correctly display the ticket, and relying on your failure to enter registration number, which is not a legal requirement and likely invalid contractual term (given its merely a data collection tool for research)) - Therefore alleging you breached the contract between you and them.
You paid for the service (parking car in car park) and they are punishing you for being honest and actually paying. If you were to sue, this would force their hand too, and they would have to defend using the same arguments they have provided you previously in order to explain and vindicate their actions towards you.
