So what could they legally charge on a "debt" of £20? I am trying to put together some sort of case to get me out of the mess I seem to have got into.

I just wanted to update you. I had the court hearing for this today and the judge found in my favour. He said that as the PCN was separate to the fees I had in fact paid it in full and should be allowed to file the Stat Dec.
I'm very relieved and as a bonus Marston have to refund me the £120 I have paid them.

I bet Marstons were well p*ssed-off when the judge told them that. However, it serves them right and hopefully this will be the first in a string of such rulings that go against them. I am a great believer in the saying "What goes around comes around. " Others call it "karma". It could be said that Marstons' karma has caught up with them.
