    If the car was damaged in their care so to speak they may be liable for any damage, so get estimates for repair then send the council and Newlyn the bill

      They emailed me the breakdown...does not even add up to £983.44

      So what is Levy fee, sch 1 section 8 and I take it the first enforcement is the clamp and impounding is the second enforcement fee? If they visited, would they leave anything?

        Any damage caused to your vehicle whilst it was in the possession of Newlyn PLC is in the liability of Newlyn PLC. They are obliged to ensure that reasonable care is taken in ensuring it is not damaged or destroyed as, unless they can prove the seizure and subsequent removal were lawful, they are deemed to be the custodian of your vehicle. It is not theirs to do with as they see fit. Insist they make good the damage at their expense. Make sure you obtain three quotes for repairing the damage.

            you mentioned right at the begining you needed the car for work was this just to get to work or in connection with going about your work as a bailiff cannot sieze tools or vehicles needed for your work

              At the first visit, the debt due was £(202 + 13.44) = £ 215.44.
              Visit fee is 200 x 28% + 15.44 x 5.5% = £ 56.85 -- rounded up to £ 57 -- plus £ 11.40 VAT

              At the second visit, the debt due was £ (215.44 + 68.40) = £ 283.84
              Visit fee is 200 x 28% + 83.84 x 5.5% = £ 60.61 -- miscalculated (!) at £ 60 -- plus £ 12 VAT

              Running total was £ 355.84

              The Levy Fee follows the same formula: 200 x 28% + 155.84 x 5.5% = 64.57 plus VAT. Newlyn added a spurious "Enforcement fee" of £ 210 including VAT, so - by their figures - the Levy Fee should be £76.12...

              This does rather suggest the "fees" have been invented or (badly) copied from the boy in front. (See me! - teacher)

              Needless to say, there is no mention whatever in the Regulations (link) nor the latest amendment thereto (link) of any "enforcement fee" nor of any daily storage fee. Nor, for that matter, are they permitted to charge you extra for having damaged your vehicle or for having rendered it no longer quite roadworthy.

              If they visited, would they leave anything?
              Other than a putrid or sulphurous smell?

              They should have left details of their charges to date with each unsuccessful visit.
