    Hi was after some advice as to what I do next, back in april I had a PCN charge come through from chandlers for the total of £172 ( no charges just council charges for late payment) which I paid as I was in a better financial position to pay silly I know should of paid the PCN when it was £40/80 but you live and learn (havent had a ticket in nearly a year), I then got another letter about a month ago which looked to me as being for exactly the same PCN so threw letter away silly I know.

    Anyway yesterday a bailiff from chandlers turns up at my door at 10am to levy distress as it was for a different PCN id got and did nothing about, so I got given a notice of attendance letter and he left after I said I cant pay he said fair enough ive got a few more calls to do in the area ill come back later give you time to sort something out, abit later when I got my head together (id literally been awake for 5 minutes when this happened) I phoned him up and I asked him to break down what the charges were for as it was just one lump sum he refused and said that nobody would break down what the fees were for and no bailiff company would break down their fees into what they were for, I told him until they broke down what those fees were for then I had no intention of paying, he said fair enough ive got a few more calls to do in the area ill come back later and hung up.

    Whilst I was at the park with 2 of my kids (4 and 2) my wife had got back from her haircut with my other two kids (7 and 5 months) he knocked again my wife told him I wasnt in and she said no when he asked to come in to wait for me he then said ok went back to his van then 5 minutes later pushed another letter throught the letterbox, a green seizure of goods and inventory form with two items on the inventory a white tumble dryer (I dont have a WHITE tumble dryer) and a brown leather sofa (I dont have a brown LEATHER sofa), when I got back in I looked at the letter and got angry and phoned him back up saying that you still havent broken down the costs so im still not going to pay anything until ive seen what the fees are for then I wont be making a payment, I confronted him about the items on the inventory as he hasn't entered my house and isnt allowed to make an inventory, to which he said if I can see through the door I can list it (is that true??) he also said that it was the councils who choose the amount that they charge.

    Anyway I went on the harrow council website and paid the PCN direct online and have an emailed reciept to prove it to complicate matters more, so in essence its just the bailiff fees that are outstanding now, so am I right in thinking that the bailiff cant now even attempt to enter my house to levy property to pay his charges and on a PCN the only charges that they could legally charge are 11.20 for the letter and 28% of the original £172 PCN, so £71.23 in total inc vat and that a failed levy cannot go above these set amounts (got these from the back of the green form in their table of charges). Also I checked the certificated bailiff register online and he was not on it via either his surname or his company name, when I saw him in the morning I didnt think to ask him to see his id/certificated card is this something I should follow up monday with a phone call to bromley county court on the green form his certificate was granted on 28-3-12 apparently.

    My question is now there is no outstanding debt to harrow council for the PCN am I best off waiting out the bailiff till it gets sent back? or is there another course of action that I should be going down, can the bailiff still come after me for the £325.84 in costs he says they have accrued?
