            Was he referring to the poor or was it the upper classes, who certainly do not labor but many times are heavily subsidized by our taxes.

                Thank you for this, when it comes to pcn it is a fine for financial gain whether people believe it or not, and you dont have to do business with this company if you dont wish to. This why they changed to charge instead of fine as you cannot be fined before conviction, crafty buggers they are

                  UK debt has a name, they are called Guilt's.

                  IN A SENSE, YOU ARE LENDING THE UK GOVERNMENT MONEY AND AS A SECURITY, IT ISSUES GUILT'S

                  The debt is a commodity to be traded, and to trade in the US, you have to be registered with the US Securities and Exchange Commission

                        This is a giant re herring as regards PCN's if anyone wants to take the trouble and read the case mentioned earlier in this thread they would see that the decriminalization of parking fines was done under statute, statute ensures that these charges are legally made, and therefore fully enforceable.

                        This is not a bargain or a contract, it is a penalty endorsed by legislation.

                              And what would you expect, would you want the law to permit you being thrown into prison. There are limited avenues for the collection of any debt, I dare say bankruptcy and the loss of creditworthiness accompanied with the constant threat of the knock on the door is the only sanction available, for most that would be enough.

                                It's been set up by HMT and UKFI. Not sure if you guys are aware but RBS Group also own banks in the US and we own almost all of the bank so that might be the reason why........
