    Good morning all. I have contacted the council this morning and so far no luck, not yet anyway. I told her the situation and said that my partner was considered vulnerble! She asked me who told me that and I replied that I had received advice from Shelter. She is going to ring back after talking to her assistant manager!

      The council will otherwise pussy around until you start the formal complaints procedure.

        If necessary, e-mail it to the CEO of the council, explaining that the front line staff are being unhelpful and appearing deliberately obstructive in a clear case of vulnerability. Remind him of the council's vicarious liability and state you really need this returned to the council as they are in breach of the National Standards for Enforcement Agents and are laying themselves open to litigation.

          Adding to the advice given above, don't be afraid to tell the Council you are prepared to make a formal complaint against them to EHRC and the Local Government Ombudsman.

          You could also try writing to Jabba the Hutt, at the Department for Communities. I know he's a arrogant so-and-so, but even arrogant so-and-sos have got a heart...somewhere.
