removal notice from PHILIPS

I have had a so called bailiff at my premises from PHILIPS BAILIFF AND DEBT RECOVERY AGENTS, how legal are they? are they just a DCA or do they have the powers to recover goods from me?
the debt is originally a tv liscence court fine but from what i understand PHILIPS have 'bought' this debt from the courts so that debt is now 'cleared' in the courts eyes - am i wrong?
ui have now recieved a removal notice on my doorstep - posted and want advice on wether these idiots can legally enter my home in any way or is a CCJ required??

You are wrong, yes. This is a magistrates' fine and, therefore, does not get 'sold' on. It is sent to Philips for enforcement.
