I had a hand delivered letter notifying me of removal of goods for an outstanding parking fine. This was a shock as I was unaware I had one. I called the bailiff who said for me to call islington who issued the PCN I did and explained this was the first I knew about any fine. They asked for my email and sent me pictures. It was my car the pictures show that last april I parked on a double yellow with my diabled badge in I have a medical condition and a special card that says urgent this person had a medical condition and needs the use of your facilities. I was allowed to use the facilities I left and got into my car and drove home. Now I am being told that I had parked illegally and they now want £571.82 I am upset as firstly I was not aware by any means that I had broke the law and the cost is extortionate. I am on sick benefit and cannot pay this amount. What can I do???

Who did you receive this fine from, a private parking company or a local council. If the former, then ignore it, if the latter and it really is a PCN - have you seen a copy of it?
What is the wording on the PCN?

I don't know if this applies in all local councils, but in my area if you have a valid disabled badge (blue badge) you can appeal and get the fine overturned. You need to contact them and send a copy if birth sides of the blue badge, and this will be enough to get the parking ticket cancelled. However this can only be used once, any subsequent fines will stand. As I saidm I don't know if this applies to all local authorities, so you would need to check it with them.Is no longer here

You will need to file a statutory declaration to this effect. However, different forms are required for PCNs issued either under the Road Traffic Act 1991 or the relatively newer Traffic Management Act 2004.
You will need to have these sworn and you can either do this at a solicitors, where there is a small fee, or you can do it for free at your local court.
