I know it's difficult, but please try and calm down.
There is really, honestly sod all this bailiff can do unless you have a valid walking possession and they've been granted peaceful entry to your property - you have done none of this - so you are absolutely fine.

Make sure you keep hold of the note left by the bailiff today too, you're going to need this later.
The vehicle that may or may not be clamped - don't worry about this for now. If he's away he need not know about it and it will seriously grate this woman when she finds out (if) she's clamped the wrong vehicle and has not inconvenienced you in the slightest. Make sure you keep your car right out of her way.
You really need to make a Form 4 complaint about this bailiff now. The behaviour displayed by this woman is reprehensible. Details also in the Bailiff Guide.
Have you complained to your council yet? You need to do this also even though they will protest and profess that the matter is out of their hands - it is not - the council employ these "people" and the council now need to deal with this.
One other thing, have you checked to see if she is certificated? http://www.legalbeagles.info/forums/...ad.php?t=18331 She needs to be certificated in order to collect council tax.
