    Hi,
    My sister has some outstanding council tax arrears from a couple of years ago. (I don't know how much) She has made no attempts to sort the arrears out or contact the council. She has no fixed home address and is currently moving around between friends (sofa surfing) She has asked my mum if she can use her address as a care of/correspondence address. My mum is dubious about letting her do this and is a bit worried. If she agrees to this is it likely bailiffs would track down the address and if they did turn up do they have a right of entry?

    If there's something that could link a residential address to a debtor then there's always the chance that it could come to the attention of the enforcement agents (and anyone else she owes money to).

    They can attend a property if they believe the debtor has goods at that property but they cannot just force entry.
