Tenancy Deposit

I have recently paid a deposit on a rental house but not yet signed a contract. Since paying the deposit i have found out that the area that the house is situated is really bad and so I can't go ahead with the tenancy.
They said that the deposit is non refundable. I didn't get any terms and conditions regarding the deposit.
Is it legal for them to keep it?
