Council tax bill from 13 years ago.

Hi, I have just recieved a council tax bill from Royal borough of Greenwich from 2004!! Now I have not been in hiding for 13 years and have recently surfaced, so I am a little bemused as to why Im getting this bill now. The address that its from was a room that I rented from a freind of a friend, who clearly took my name when I had moved in to put on council list. I was renting there for approxmately 6 months, whilst I was going through a seperation with my then girlfriend, this was a tough time as it involved my Daughter of only 6 years old. I moved out after the guy I was renting from decided he couldnt afford to live there anymore and was moving out too. Little did I know that this place was owned by the lady who owned the hair dressers below the flat and she was this guys Mum. I have moved from the area now and do not have any paperwork what so ever, as I lived abroad for 2 years. Now im married living with my wife and have been at same address for 7 years and on the electoral roll. Im not sure where I stand regarding this, as to why Im posting here. Some advice would be greatly appreciated. Many thanks. Marc
