Thank you, been up too late sorting all this. Have used StepChange and currently awaiting Debt Management Plan pack from them.
And received good advice from local Citizens Advice and National Debt Line too.

Told NDL that council refused payment and fobbed me onto debt collectors office, which then fobbed me onto enforcement agent stating that the agent is the only one actively handling my case. So on the advice on NDL set up weekly payment plan directly to the council, have emailed the revenue manager to tell them this is setup and will post a letter as well.

Its not an actual agreement plan, but NDL says this will prove that I'm willing to make repayments. And as long as I don't let the agents in, I should be ok. Fingers crossed.

Thank you again for your post.

One issue I wasn't clear about was whether agents could come to my back door directly since there's no gates to climb over. NDL said that agents forcing an entry or climbing over fences/gates are illegal, but what if the backdoor is open access? I concluded it's a grey area, but all doors are locked and windows shut. So hopefully leaves them with two options: enter peacefully or forced.

    Thank you again.
