The bank will not release it to you. Make a formal complaint to the Police and then let them do the necessary.

      Hi Welcome to LB.
Contact your banks fraud department as a matter of urgency!
How is it you have only just discovered such a regular and long term fraud.
If this has gone on for a considerable time the bank will want to know why
it has not been reported earlier, this may limit and redress.
Has this occurred because a debit card and pin have been " lost" in the post?
Did you report this to your bank?
This can also be reported to Action Fraud online.

I suspect this is someone close to you and you do not want them to be officially charged. Perhaps you believe that if you could present them with the CCT footage they would confess and ‘mend their ways’? This would be the only sensible reason for not reporting this sooner.
If you are quite sure you know who is doing this and do not want to take action then you have two choices. Either remove all temptation i.e. hide your cards etc. or stick your neck out and confront them with no evidence. The former is only a temporary solution and the latter could have dire consequences if you are wrong. I would pretend you have no suspicions whatsoever and go to the police. If you believe this person to be your friend then you are wrong –friends do not steal from each other.

Or mention to them that someone has been stealing from your bank account and you're going to the police in the morning about it and they'll be getting the cctv footage from the banks .... then if they don't speak up go ahead with going to the police.... if they do, then you know and can deal with things accordingly.
