I was told by another insurance company that by law they are not allowed to do that they have to give me the certificate regardless, can anyone help me or give any contact details for a anyone that can help me as I need it for my current insurer's as they say if they dont receive it they will cancel my policy

I think you will find that if there is an outstanding amount still due to your insurance company or broker you would have to pay this to release your no claims discount. Why would you think that they would release it without being paid?

Agree - my understanding is that if you haven't paid, you aren't insured, and if you aren't insured then there is no possibility of a claim and therefore no "no claims trecord". Why haven't you paid?

No claims discount is not a right. It is an incentive offered by Insurers partly to retain/obtain business, and companies honour each others to avoid losing business. So if you have outstanding debts your last insurer will quite likely to decline to pass details of your bonus to a competitor until you cough up! If you haven't paid you were lucky not to have had your previous policy cancelled. If that had happened you might have found it more difficult to obtain cover (they ask that sneaky question "have you ever had a policy cancelled?"......)
